Welcome to The House Magazine Professional Certificate in Public Sector Delivery Website

The new series of The Professional Certificate in Public Sector Delivery will start in September 2008. The programme has recently been redesigned to address the core competencies outlined by Professional Skills for Government (PSG).

A well skilled and appropriately trained Civil Service workforce is key among the Government's current priorities. Commenting on how the Civil Service improves its skills, and therefore its capacity to deliver services with the upmost effectiveness, Sir Gus O'Donnell, Cabinet Secretary and Head of the Home Civil Service, said recently:

"For our part, we must make sure that the people we employ have deeply embedded professional skills. The Professional Skills for Government agenda is the key to our strategy here."

The Professional Certificate in Public Sector Delivery is a professional qualification geared towards Civil Servants from diverse backgrounds and is run by Westminster Explained and the House Magazine. The course, which has been running successfully for over two years has recently been re-designed and re-focused so as to cover the core competences outlined in Professional Skills for Government (PSG).

The training programme is covered under two separate Training Framework Agreements that we have signed with Government, agreement numbers DWP/CPM/010/3042 and DWP/010/3039.

Delegates on the course will receive training and valuable feedback. Progress will be monitored very closely in core skills such as objective and analytical (evidence based) policy formulation, effective methods of Government communication, presentation and marketing skills, practical project and programme management techniques, leadership and people management competences, strategic thinking formulas and applications, and financial management.

The Certificate covers essential PSG competencies over 9 modules. Trainees complete 6 compulsory modules and then choose 3 elective modules from the list of 5 options.

  • Module 3 Communication and Presentation Skills - 18th November
  • Module 4 Theory and Practice for handling Parliament - 16th December
  • Module 5 Leadership and People Management Skills - 13th January
  • Module 6 Project Management: How to do it Properly - 5th February
  • Elective Module 1 Media Training - 10th February
  • Elective Module 2 Strategic Thinking Skills - 18th February
  • Elective Module 3 The European Union - 21st April
  • Elective Module 4 Advanced Project Management and Delivery - 16th April
  • Elective Module 5 Core Financial Skills - 30th April
Key Tutors and Speakers

Delegates will be guided through the programme by a dedicated tutor, Tony Shaw, Director of Development at Westminster Explained.

Each module will be presented by an expert trainer such as:

  • Simon Courage, a former Civil Servant at DFES and training consultant
  • George Oliver MBE, a former Senior Civil Servant and a recognised expert in Parliamentary training.
  • Susan Calthorpe, Media and Communications expert trainer.
  • Roberta Woodcock, former Civil Servant and Financial Training expert
  • Guest Speakers from Parliament, the wider public sector, academia and the media will include:
  • Rt Hon Baroness Quinn
  • Jackie Gower, visiting Lecturer at Kings College
  • Peter Riddell, Political Editor, The Times
Assessment

The Certificate is taught at Professional level. The external award board consists of Baroness Warwick of Undercliffe, the Chief Executive of Universities UK, Lord Norton of Louth, the Professor of Government at Hull University and Dr Nicholas Baldwin, Dean of Wroxton College.

Trainees will complete a short exercise after each of the first 6 modules. This should take approximately 1-2 hours of their own time. This isn't assessed, but is part of the learning experience and will help to hone trainees' skills in each of the areas.

Through a final piece of assessed coursework delegates will then demonstrate the skills they have acquired and their ability to apply them in their day-to-day work. This coursework will be assessed by an internal assessor and successful candidates will be awarded the Professional Certificate in Public Sector Delivery.

Diploma and Masters Level

Delegates who successfully complete the Professional Certificate in Public Sector Delivery have the opportunity to take this further, with the Graduate Diploma in Global Leadership and Administration, run by Farleigh Dickinson University. This is a comprehensive training package for someone wanting to practice policy development from initial ideas through to implementation.

The exercises are realistic.

Students learn to work with each other as they prepare papers, tackle problems and resolve disagreements.

Students handle issues which develop over several months.

There are opportunities to repeat or emphasise points which have previously caused difficulty.

Students have web-based access to training resources.

The main 6-month programme is followed by a series of elective modules which offer students the opportunity to learn (or brush up) a number of specific professional skills of particular interest and relevance to them in their current or planned professional capacities.
