More than ever it is important for civil servants to actively plan their professional development.
The Certificate in Public Sector Delivery is the best way to enhance your skills and
knowledge. Very specific and practical training that is designed and facilitated by
civil servants and experts will put you in an excellent position to achieve more in
the Civil Service.
You will be excited to hear that the core competencies as outlined by Professional Skills for Government 2 and the National Occupational Standards for Policy Makers form the framework for the newly developed training programme for the Certificate in Public Sector Delivery.
A well skilled and appropriately trained Civil Service workforce is key among the Government’s current priorities. Commenting on how the Civil Service improves its skills and its capacity to deliver services effectively, Sir Gus O’Donnell, Cabinet Secretary and Head of the Home Civil Service, said recently:
“For our part, we must make sure that the people we employ have deeply embedded professional skills. The Professional Skills for Government agenda is the key to our strategy here.”
The Professional Certificate in Public Sector Delivery is a professional qualification geared towards Civil Servants from diverse backgrounds.
Learning Modules and New Dates
Delegates on the course will receive training and valuable feedback. Progress will be monitored very closely in core skills such as objective and analytical (evidence based) policy formulation, effective methods of Government communication, presentation and marketing skills, practical project and programme management techniques, leadership and people management competences, strategic thinking formulas and applications, and financial management.
Delegates attend the 6 core modules and choose 3 seminars/workshops to attend as Elective Modules out of the Westminster Explained open training programme.

Key Tutors and Speakers
Delegates will be guided through the programme by a dedicated chairman, Simon Courage, Former Civil Servant at DFES and training consultant.
Each module will be presented by an expert trainer such as:
- George Oliver MBE, a former Senior Civil Servant and a recognised expert in Parliamentary training.
- Roberta Woodcock, former Civil Servant and Financial Training expert
- Guest Speakers from Parliament, the wider public sector, academia and the media will include:

Assessment
The Certificate is taught at Professional level. The external award board consists of Baroness Warwick of Undercliffe, the Chief Executive of Universities UK, Lord Norton of Louth, the Professor of Government at Hull University and Dr Nicholas Baldwin, Dean of Wroxton College.
Trainees will complete a short exercise after each of the first 6 modules. This should take approximately 1-2 hours of their own time. This won’t contribute to the final mark, but delegates will receive feedback on their work and the written tasks are part of the learning experience and will help to hone trainees’ skills in each of the areas.
Through a final piece of assessed coursework delegates will then demonstrate the skills they have acquired and their ability to apply them in their day-to-day work. This coursework will be assessed by an internal assessor and successful candidates will be awarded the Professional Certificate in Public Sector Delivery.

Diploma and Masters Level
Delegates who successfully complete the Professional Certificate in Public Sector Delivery have the opportunity to take this further, with the Graduate Diploma in Global Leadership and Administration, run by Farleigh Dickinson University.
